Matchbox Coming to 14th and T

I attended the U Street Neighborhood Association meeting on Thursday evening and listened to a presentation by Perry Smith of the Matchbox restaurant management team. The Arena Stage building is being renovated as an open concept restaurant that will seat 250 people with an outdoor sidewalk cafe that will seat 50 people.

The restaurant chain has several other locations in Capitol Hill and Chinatown. You can visit their website to view their menus.

Questions from nearby residents centered on parking issues and hours of operation. Perry assured residents that the restaurant will seat its last customers at 10:30 p.m. on weeknights and 11:30 p.m. on Fridays and Saturdays. The outdoor cafe will close at 11 and 12 midnight, consistent with others in the neighborhood.

We look forward to the grand opening later this summer.

PSA 208 becomes PSA 301 with New Boundaries

Effective immediately the Police Chief has assigned new Police Service Area boundaries for our neighborhood. We are now in PSA 301...we used to be PSA 208. We have been returned to the jurisdiction of the Third District (after being under the Second District since 2004 when the Police Chief moved us). Our ANC offered alternative boundaries that would have kept us in the Second District but the Chief proceeded with her plans to revise the boundaries. Embassy Protest Yields Results

I am pleased to report that the Republic of the Congo has responded to orders from the District Government and requests by the ANC and the Dupont Circle Citizens Association to remove the concrete covering of the public space in front of the former Toutorsky Mansion. The Embassy felled trees, uprooted shrubs and paved over the building’s front yard.

The Congo recently purchased the Toutorsky Mansion, a local landmark and contributing structure of the 16th Street Historic District, for use as its Embassy. The building is a graceful brick structure built in the 1890s for Justice Henry Brown of the Supreme Court. Later it was a music school and then a Bed and Breakfast. Under DC law, front lawns are city property, but Embassy properties are considered foreign soil and exempt from District law. Knowing this, neighborhood officials, including the ANC, had specifically requested that no changes be made to the historic greensward. The sale was approved by the Board of Zoning Adjustment’s Foreign Missions Department only after the Congo agreed.

DDOT has asked the Embassy to restore the landscaping after removing the concrete surfacing. When you walk past the property you will notice the removal of the concrete, so it is now ready for restoration of the landscaping.

I want to thank my fellow Commissioners, the Dupont Circle Conservancy, and the Dupont Circle Citizens Association for preserving our public space along 16th Street, otherwise known as the Avenue of the Presidents.

Just a quick note to wish all of my constituents a Happy Holiday season. Please be safe and I wish all of you a happy and healthy 2012!

I advise everyone to be on the lookout for crime. There is traditionally a spike in "crimes of opportunity" in the neighborhood during the holidays. The Police have told us at our recent ANC meetings that this is the time of year that they see an increase in the number of car breakins, package thefts, muggings, and burglaries. So enjoy the holidays but be aware of crime!

And remember to report any crimes that you witness along with accurate descriptions in order to help the Police catch the criminals!

Postal Service Committed to Keeping Post Office

I am pleased to report that Postmaster Roane announced at tonight's community meeting that Temple Heights and Kalorama Post Offices will remain open. They have been taken off the study list. Over 3,000 surveys were returned by residents.

The 14th and T Street Post Office will continue to operate until the end of the lease (2/12). It was originally scheduled to close on Dec. 31. The Postmaster is committed to locating a new post office in the 14th and U neighborhood and is reviewing several proposals, including the Reeves Center.

I want to thank Councilmember Jim Graham who responded to our outcry and has worked with the Postmaster and the community to achieve this outcome.

Postal Service Meeting 12/15

The Postal Service will be discussing the closure of several local post offices at a meeting on Thursday, Dec. 15, at 5:30 p.m. at the Rita Bright Family and Youth Center located at 2500 14th Street. This is a follow up meeting to the one held in Cleveland Park on November 29. Councilmembers Graham and Evans plan to attend since their constituents are affected. Meeting to Discuss Closure of T St Post Office

I attended the meeting last night and learned that the post office is being closed because the owner of the property does not want to renew their expiring lease. As you may know, there is a new 8 story building proposed for that site.

I asked the Postmaster to consider extending the lease for another 6 months to give all of us a chance to figure out some options for another location in our neighborhood while the approvals for the new building are being reviewed by DC Government agencies. I also asked for another community meeting and he agreed.

We have not had adequate notice or opportunity to consider other options, I feel. These two actions would give us some more time. We need a post office on 14th or U St with all of the development that is scheduled to happen along 14th Street in the next several years.

Revised Project at 15th and V Approved by HPRB

The HPRB has approved the Jair Lynch Project located at 15th and V Streets after the architect's plans were modified to integrate the building's scale into the historic neighbhorhood as requested by the Board at its September hearing. In order to do so, the architect increased the percentage of masonry (to glass) on the facade, reduced the height of the corner tower (by one foot on V Street and 4 feet on 15th), decreased the size of all windows, created slimmer bay projections (by a foot-and-a-half), and added more masonry between the ground-floor glass and the tower. Two kinds of glass will now be used in the bays, clear and "fritted" (i.e. enameled).

Included in the development will be two levels of underground parking, 95 apartments - 87 market rate units and 8 subsidized (at 50 to 80% of AMI) - a fitness room, club room, shared interior courtyard, and roof deck.

The property, located at 2005 15th Street, will overtake an existing parking lot that serves the adjacent Paul Laurence Dunbar Apartments (formerly Campbell Heights) at 2001 15th Street, a 10-story, 171-unit apartment designated as affordable senior housing, which is property owned in large part by Jair Lynch. The corner of 15th and U Streets was formerly the location of the historic Dunbar Hotel which was razed in 1974. The hotel was Washington's leading elite black hotel. The Campbell Heights apartments were built in 1978.

Lynch acquired majority ownership of the Dunbar apartments building last year - as the website states - after having "structured a complex package of debt and equity totaling $43.3 million to facilitate the rehabilitation of the property." According to the U Street Neighborhood Association, "The [15th and V Street] project subsidizes a portion of the renovation work being performed on the ... Paul Laurence Dunbar Apartments."

Leaf Collection Schedule

The District has scheduled our neighborhood for leaf collection from November 21 to December 3. Please rake your leaves into the tree boxes by Sunday, November 20. Leaves ONLY! Tree limbs, bricks, dirt, rocks, etc. will damage the equipment and delay collections.

Bagged leaves, placed in your alley trash collection site, will be collected along with the regular trash.

Old Post Office Construction to Begin Soon

The owner of the Old Post Office, Ron Eichner of New Legacy Partners, has confirmed that renovation/construction will begin in a few weeks and last for nine months. The plan is to add a second story to the Post Office building with a 15 foot setback. The old postal truck driveway will become a two story brick building. The space may be subdivided into several businesses depending on the tenants' wishes for space. Pictured here is the approved concept plan and a photo of the properties at 1407 and 1409 T Street NW. We look forward to the changes to these properties which served as storage/display space for Rough and Ready Furniture for many years.

A new gallery and framing shop has opened at 1830 14th Street two doors down from the Room and Board store. When Bar Pilar decided to expand its operation into the second floor, a spokesperson for the management told neighbors that they would open a gallery across the street to support the Arts District since they were taking the second floor of Raven Arts. We wish the new gallery and artists "good luck!"

Lincoln Theatre Facing Funding Shortfall May Close

Yesterday evening it was reported in the news that the Lincoln Theatre may have to close because the Council cannot find funds to support it as it has in the past. Last night an emergency board meeting was held to discuss options going forward. The board is appealing to Mayor Vincent Gray to provide funding from the city's surplus tax revenue. They are also asking donors to help the theater stay open. Please contact your Council member (Jack Evans for SMD 2B09) and ask that funds be set aside to continue supporting the Lincoln Theatre, one of the anchors of our ARTS Overlay District.

The theatre opened in 1922 to serve Washington's black residents during segregation. It was restored and reopened in 1994 and is listed on the National Register of Historic Places. The theater has a storied past on the strip once known as America's "Black Broadway."

17th Street Festival Brings Community Together

Once again the 17th Street Festival brought our community together to celebrate the diversity in our neighborhood. It was great to see everyone out today enjoying the cool and comfortable weather. The art booths were fun to see and the music was wonderful. The sidewalk cafes were bustling with customers and visitors to our neighborhood...and a good time was had by all! It was my pleasure as ANC Commissioner to support this community event again this year!

Remembering A Friend and Neighbor on 9/11

As we get ready to remember the 10th anniversary of the 9/11 attacks, I want to take a moment to acknowledge our own neighbor and friend who died that day when the terrorists attacked the Pentagon. David M. Charlebois was a first officer with American Airlines and was aboard Flight 77 that fateful day. He was a neighbor who lived on the 1400 block of T Street with his partner of 14 years, Tom Hay. We remember him as a very gentle soul who walked his dog and smiled and spoke to everyone he passed. He had a wonderful sense of humor and loved living in our neighborhood and enjoyed his home on T Street. We miss you David and we are thinking of you!

Local 16 adds sidewalk cafe

Recently Local 16 added an outdoor cafe to its New Hampshire Avenue facade. Now you can dine outside facing the small triangular park at the point where 16th Street and New Hampshire Avenue come together at U Street. Owner Aman Ayoubi told the ANC that he wanted to beautify the corner where Starbucks is located and we approved his request. Please enjoy the results!

1425 T Street Cooperative Celebrates 15th Anniversary with Block Party

On Saturday the cooperative at 1425 T Street celebrated its 15th anniversary. The directors of the coop board hosted a block party that was attended by residents of the building and the 1400 block. CM Jack Evans and I kicked off the party noting the building's contribution to the neighborhood. Pictured above with us are the coop board President, Clara Balbuena, and Past Presidents Tanya Barbour and Dominga Cruz. The banquet of food was terrific with plenty to go around (including an anniversay cake); the moonbouncers were very popular with the kids; and the music was enjoyed by all who attended. The weather cooperated and everyone had a GREAT time at the party!

Also pictured above is the original invitation to the GRAND OPENING ceremonies held on August 3, 1996. I was a speaker on the agenda representing the T Street Block Association. Best wishes for the next 15 years!

Design Revised for 14th and Wallach Place

Level 2 Development has revised its design for the new residential building at 1905-1917 14th Street where the U.S. Post Office is located based on community meetings and the HPRB review of their initial design. They have reduced overall massing, increased more setbacks to reduce impacts on Wallach Place, and have incorporated characteristics of the neighborhood. They met with Wallach Place residents last week to review the design.

The new design is still 7 stories tall, however the massing has been shifted to the southern end, where the entrance was repositioned, and the overall density has been decreased, allowing for a more significant stepback at the back of the building (to an adjacent commercial rowhouse and Wallach Place residents across an alley).

Level 2's plan for 154 units has been shaved down to 144, with a loss of approximately 4,000 s.f. overall - a net loss of ten, cozy 400-s.f. studio units - the same floor plan that makes up the majority (approximately 85%) of the building. Most of the units will be efficiencies, although there will be some one bedroom units.

A decorative cornice has been added around the 4-story (northern) section of the building and the two 4-story projecting bays on 14th Street. The new design has an exterior that is less glassy (i.e. windows have been broken down into smaller sizes), in an attempt to make the building look "less commercial."

The building's footprint remains unchanged, at nearly 16,000 s.f., and includes ground floor retail. The developers have stated that 50% of commercial tenants will have to meet criteria of the Arts District Overlay.

They will appear before ANC 1B and HPRB in September to obtain approval of this revised design.

Working Group Proposes New SMD Boundaries

At last night's meeting of the 2B Redistricting Task Force, a proposal was developed by the group to redraw the SMD boundaries to more closely meet the 2000 resident criterion that redistricting requires every ten years. My SMD needs 400 more residents to meet the minimum of 2000 residents, so the working group expanded 2B09 to pick up the 1600 blocks of S and Swann Streets. Your ANC is seeking comments and feedback on the proposed boundary changes so please visit our site.

ANC Offers New PSA 208 Boundaries

On Thursday evening, July 28, the Dupont Circle ANC held a public meeting to discuss the PSA boundaries proposed by Chief Lanier. As a result of public input, the ANC drafted a statement about the Chief's plan to split our community and offered new PSA 208 boundaries that keep our community together (see the map above). In its statement, the ANC said that it "strongly urges and prefers that the Dupont Circle neighborhood remain as a single PSA to maintain cohesiveness, working relationships, and communication for effective law enforcement in our community."

Redistricting leaves our SMD in Ward 2

I am pleased to report that this afternoon the DC Council voted 8-5 to support the redistricting bill that leaves our SMD 2B09 in Ward 2. Every ten years after the census is conducted, the Council redistricts its Wards to balance the growth in population. The next step is for our Councilmember to appoint a Task Force that will determine the ANC and SMD boundaries. Stay tuned to see if there are any changes to our current boundaries.

El Centro DF opens on 14th on Cinco de Mayo

This is a new 14th Street taqueria and tequileria brought to you by Richard Sandoval of Masa 14 fame. On the street floor you can visit the casual eating space in front or head to the dining room in the rear. Fill up on traditional Mexican dishes like tamales, carne asada, tacos (try the shrimp alambre with bacon and oaxaca cheese), and enchiladas (go for beef brisket with entomatado sauce and crema fresca).

You can also head to the lower-level bar to sample 200 types of tequila and mezcal. Take it straight up or go for a cocktail with herbs, botanicals, and house-made bitters. You can also kick back on the roof with a homemade soda or Mexican beer cocktail (with smoked bacon garnish).

STANDARD has opened its doors and patio seating, serving up barbeque and beer at the former Garden District space at the corner of 14th and S Streets. The menu includes pulled pork, ribs, fries, beans, and slaw, as well as bratwursts and kraut. Draft selections include Köstritzer Schwarzbier and Weihenstephaner Hefe-weissbier, as well as Bell’s Two Hearted IPA, Avery Ellie’s Brown Ale, and North Coast Scrimshaw Pi.

Until the weather warms up a bit more, they’re open Wednesday and Thursday from 5:30 pm to 1 am… on Fridays from 5:30 pm to 2 am… and Saturdays and Sundays beginning at noon. We extend best wishes to Tad Curtz, the owner, with his new venture in our neighborhood!

JBG Unveils Construction Schedule

JBG Project Manager James Nozar has announced the construction schedule for District Condos at 14th and S. Excavation will occur during April and be completed by June. Concrete will be poured from June through November. The utility work will be done from June through November. The exterior work on the building will be done from October through April. Interior work will take from January through October of 2012. Streetscape details will be completed in September. Construction will occur from 7 a.m. to 7 p.m. Mondays through Saturdays. New Trees Arrive

Today new maple trees were delivered and planted into empty tree boxes in our neighborhood. Last year the dead trees were removed so I was glad to see the new trees arrive. Please take care of them and make sure that they are watered for the first two years until they mature.

Street Sweeping Begins Tuesday, March 1

Please take a look at our new Street Sweeping Signs. There have been some changes made by DDOT on some blocks and streets in the neighborhood as to time of day and/or day of the week. I have been working with Raeisha Williams, Mayor Gray's Constituent Services Director for Ward 2, to clear up any confusion since some of the blocks and streets have had their day of the week changed. T Street is one of them and now the signs have been changed back to the original days that have been in place for the past 30 years.

I want to take a moment to express my sorrow on the passing of Jeff Coudriet--a neighbor, activist, constituent and GREAT Person! He passed away last weekend and was memorialized at a service held at the Foundry Methodist Church at 16th and P Streets. He served as CM Evans' clerk for his Committee on Finance and Revenue and knew the inner workings of the Council. We all benefitted from his knowledge of politics, procedures and money in the District. We will miss him and his contributions to our city and neighborhood. He was a special person...intelligent, charming, enthusiastic, and full of life! Anyone who knew Jeff at all knew that he was one who strived to leave the world better than he found it. Thank you, Jeff, for everything!

Utopia Project Set to Start in Fall 2011

The Utopia Project at the corner of 14th and U Streets is slated to begin construction in the Fall.

Conceived by Georgetown Strategic Capital (GSC), the Utopia development will serve up 220 rental units and 20,000 square feet of retail. Eric Colbert & Associates have moved forward on the drawings, says Robert Moore of GSC, with plans for completion of the drawings by spring.

"The design is shaping up to be a very attractive solution, combining a sensitivity to the historic buildings and materials with a modern flair as Colbert has demonstrated in some of his other work," says Moore. Colbert & Associates also designed 1406 T Street condos, the renovation of the Room and Board building, Church Place condos, The Hudson on P Street, The Floridian on 9th Street and The Rutherford
on 13th Street.

Community representatives worked with Eric and Moore to make sure that Utopia`s facade is terraced so it blends with the surrounding rowhouses and storefronts. We were trying to avoid a behomoth on the block. since the building is 90 feet high, the most towering building in the neighborhood. Colbert & Associates were sensitive to community concerns, meeting often with the ANC, Dupont Circle Conservancy, and the city`s historic preservation staff.

Demolition Begins at Whitman Walker Site

Today the wall of the laundry at the corner of 14th and Swann Streets fell as demolition continues at the Whitman Walker clinic site...the home of the new DISTRICT CONDOS by The JBG Companies. The 125 units will be completed in June 2012. I am pleased that the revitalization resumes on 14th Street...after all the planning that has been done in the past few years!

A Tale of Two Townhouses

Recently two properties were completed and readied for sale as condominiums. Therein lies a Tale of Two Townhouses. The one pictured on the left is a historic property at the corner of 16th and T that DCRA was prepared to raze until concerned citizens, the Dupont Conservancy, and yours truly as ANC Commissioner stepped in to convince them to shore up the property and try to salvage it. In the end a developer purchased the building and renovated it.

The other one on the right is a new development at the corner of 15th and Swann where a historic residence burned down a few years ago. The Conservancy and I worked with the architect and developer to design a project that blended in to the surrounding historic neighborhood. I think both projects turned out successfully and I wish the new condominium owners much good luck and welcome them to our diverse, vibrant and historic neighborhood.

Inauguration Day

Tips for Protecting Yourself and Your Property During the Holidays

The Metropolitan Police Department cautions everyone to take the time to learn more about protecting yourself and your property during the Holidays. There has been an increase in crimes of opportunity in our neighborhood and we advise you to read the TIPS provided here below:

· Never open your front door automatically. Install and use a peephole.
· Keep your doors and windows locked.
· Vary your daily routine (Routine Activities).
· Use "Neighborhood Watch" to keep an eye on your neighborhood and neighbors.
· Leave lights on when going out at night; use a timer to turn lights on/ off when you are away for an extended period of time.
· Notify neighbors and the police when going away on a trip.
· When you are away remember to cancel deliveries such as newspapers and magazines. Arrange for your mail to be held by the Post Office, or ask a neighbor to collect it for you.
· Report crime or suspicious activities by calling 911.
· Install deadbolt locks on all your doors.
· Keep your home well lit at night, inside and out; keep curtains closed.
· Ask for proper identification from delivery persons and/ or contractors.
· When having contract work performed in the home, try to have someone that is trustworthy supervise workers.
· If a stranger asks to use your telephone, offer to place the call for him or her yourself, never let a stranger into your home.
· Do not leave notes on your door when you are gone.
· Do not hide your keys under the mat or outside in other conspicuous places.
· Never give out information over the phone indicating you are alone or that you won't be home at a certain time.
· If you arrive at home and suspect a stranger may be inside, DO NOT GO IN. Leave quickly and call 911 immediately.

I hope that these TIPS are helpful to you and your family and that you have a Happy and SAFE Holiday Season!

Holiday Activities Bring Neighbors Together

I attended the grand opening of the new DC Loft Gallery at 1926 14th Street on Friday evening. Among the artists featured in the current show is Swann Street neighbor Charlie Gaynor. He is showing his latest work using a canvas printing process that transfers his photos on to a canvas. Please drop by and welcome Joseph Teshome, the owner, to our neighborhood. Arts District Banners Ready for Review

After several months of community input and design modifications, the Arts District banners are ready for final review. On Monday, Nov. 8, the Branding Project leaders unveiled 3 finalists for the banners. Here is a sample of what was presented to the Dupont Circle ANC on Wednesday evening, Nov. 10. The ANC approved posting of the banners along 16th, 15th and 14th Streets. The banners will also be posted in the rest of the arts district. Re-election Campaign Kicks Off at ANC Meeting

My constituents have been contacting me to encourage me to run again...so I have decided to run for another term. I presented my accomplishments to the community at the ANC meeting on Wednesday, October 13, and again at the U Street Neighborhood Association on Thursday evening. It has been a privilege to serve as Commissioner of SMD 2B09 for the past eight years. During that time I have worked to improve our neighborhood and I have listed some of the improvements below:

1. moving the Center for Community Change from Georgetown to 16th and U
2. encouraging restaurants like JoJo's, Policy, Chidogo, Local 14 and DC Noodles
3. supporting first class retail like Room and Board
4. shaping residential developments like Utopia and Whitman Walker projects with over 400 apartments
5. downzoning our neighborhood to protect our historic townhouses
6. paving streets, replacing sidewalks, putting in bike lanes, and planting trees
7. arranging for foot patrols to protect our residents, businesses and visitors
8. making sure that DC government built the dog park and updated the park at 17th and T
9. saving the Source Theatre
10. preserving the historic house at the corner of 16th and T

I have served as the Secretary, Vice Chair, and Chair of the Commission for two terms. My colleagues have honored me with the title of Chairman Emeritus.

We have a 14th Streetscape and a U Streetscape on the books and so I ask you for your vote to monitor these projects to make sure that the community gets what has been promised...and of course, to continue improving our quality of life.

14th Streetscape Plans Unveiled

The DDOT staff and project team revealed the streetscape designs to the community on Wednesday, Sept. 29. I have displayed the furniture and lamp post designs in the graphic above. The designers are asking for community feedback so please visit the DDOT website to view the designs and email your comments to muhammed.khalid@dc.gov. Final design presentations will be made in November based on comments that are submitted. The project will begin in Spring of 2011 provided that funding is finalized by the District Government. We look forward to this exciting improvement in our neighborhood.

Celebrations Enliven Our Neighborhood

JBG to Begin Construction of Whitman Walker Condos

Later this month the JBG Companies will begin demolition of the buildings along 14th Street at the site of the former Whitman Walker Clinic at the corner of 14th and S Streets, according to James Nozar, Project Manager. The original anchor building, the former Hudson apartments, will remain and will be renovated (seen at the lower left in the drawing above). The plans for the JBG project were approved about two years ago that include spaces for a major restaurant and retail shops on the ground floor which will span the entire block up to Swann Street. The 125 units will be smaller in size than conventional condominiums, offering purchasers an opportunity to buy a condo in the neighborhood at a slightly lower price. There will be underground parking on two levels for residents and shops.

When the Historic Preservation Review Board approved the project, they asked that a memorial be created and placed in the lobby of the anchor building to commemorate the former Whitman Walker Clinic at this location.

New Experimental Design for 16th and U Bike Lanes

The intersection of 16th ST, U ST, and New Hampshire Ave is a challenge to navigate safely by bike, so DDOT has designed an innovative treatment involving new bike lanes, bicycle signals, and a "bike box." During this experiment, bicyclists will be able to travel legally in both directions on NH Ave through the intersection.

Chicago-style hot dogs and au jus dipped Italian beef sandwiches are coming to our neighborhood in August, replacing the former seafood place two doors down from McDonald's at the corner of 14th and U Streets on the Southwest corner. We welcome this new business and wish them much success. They will offer draft beer to accompany their hot dogs and sandwiches.

METRO Fares go up June 27

The METRO fares were raised effective June 27 to $1.95 for the base fare for MetroRail and $1.70 for MetroBus. For more information, please visit METRO's website at http://wmata.com/. A second set of fare hikes will take place on August 1, when METRO will implement a new 20-cent surcharge during peak-of-the-peak travel periods (weekdays 7:30 to 9 a.m. and 4:30 to 6 p.m., based on the starting time of the trip). This will not only generate vital funding, it will encourage customers who have the flexibility to ride during less crowded times, alleviating congestion during the peak periods.

DC Center Moves Into JBG Whitman Walker site

DC Center, an LGBT community service organization, has found a temporary new home in two former Whitman Walker Clinic properties on 14th Street owned by JBG Properties. "This particular spot is really well known to the LGBT community and is really in the heart of the community," said David Mariner, DC Center's Executive Director and only full-time staff member.

"Due to the economic climate which has prevented immediate development, JBG Properties has generously offered the space to DC Center on a temporary basis," the DC Center posted on its blog last month.

The Center offers programs related to education, political advocacy, HIV/AIDS, drug rehabilitation, the arts, and violence prevention, among others.

5 Cent Per Bag Charge Begins January 1

Beginning January 1, 2010 businesses that sell food or alcohol must charge you 5 cents for each carryout paper or plastic disposable bag. You can bring your own disposable or reusable bag to the store or restaurant. Some stores and restaurants will offer you a 5-cent credit per bag for bringing your own, so you’ll actually save 10 cents. You can also choose not to bag your purchase.

The majority of the proceeds from the carryout bag fee will go into the new Anacostia River Clean Up and Protection Fund. DDOE will administer this fund, and use it to clean and protect the Anacostia and other local waterways, and to provide reusable bags to residents. Proceeds from a new commemorative license plate and income-tax checkoff will also go into the fund.

Just a quick note to advise everyone living and visiting our neighborhood during the holiday season that we all need to be on the lookout for crime. There is traditionally a spike in crimes of opportunity in the neighborhood during the holidays. The Metropolitan Police have told us at our recent ANC meetings that this is the time of year that they see an increase in the number of car breakins, package thefts, muggings, and burglaries. So enjoy the holidays but be aware of crime!

And remember to report any crimes that you witness along with accurate descriptions in order to help the Police catch the criminals!

Police Arrest Burglar Responsible for 55 Robberies

Sgt. John McDonald of the Metropolitan Police Department reported at last night's ANC meeting that they have arrested a burglar responsible for 55 burglaries in our neighborhood. Apparently, the suspect confessed to the burglaries. A major mystery has been solved, so congratulations to our police for their efforts on our behalf!

Bike Lanes Come to 15th Street

After much public comment and with no clear winner among the four options offered by DDOT, a fifth hybrid alternative has been designed and is being installed on 15th Street. This alternative includes both north and southbound bike lanes. Vehicle traffic will continue to have three northbound lanes. DDOT will start the installation of a protected south-bound bicycle lane on 15th St NW between Mass Ave NW and U Street NW between Monday, Oct. 26, and Monday, Nov. 2, weather permitting.

Work is expected to last approximately 5 days. The contractor will work during the hours of 7 a.m. and 7 p.m. During the work, parking onn the west side will be restricted and will be released as work on the section is completed.

MASA 14 Opens

Last night MASA 14 opened to a VIP list of guests. I was privileged to be included to sample the offerings at our newest restaurant. Delicious small plates were everywhere last night as guests enjoyed the Latino-Asian cooking. This was followed by a selection of dessert plates that finished off the evening. The ambience is urban and minimal with exposed brick walls and a bar that runs the depth of the restaurant. S and T Street Parks Open to Dogs and Humans

Yesterday, Sept. 3, Mayor Adrian M. Fenty, DC Department of Parks and Recreation (DPR) Acting Director Ximena Hartsock, ANC Commissioners, and other community leaders joined Ward 2 residents, park lovers, and dog owners for ribbon-cutting and leash-cutting ceremonies to celebrate the completion and the opening of the new parks at S and T Streets, NW.

"The ribbon and leash cutting ceremonies represents the first simultaneous opening of a people park and a dog park in the District," said Mayor Fenty. "After much anticipation, residents and pets in the community now have a safe, healthy environment to enjoy."

Renovations at the two parks, located along New Hampshire Avenue and 17th Street, NW, between S and T Streets, NW, began in Feb of this year. DPR's newest off-leash public dog park is located at the S Street Park, and an improved park and plaza can now be found at the T Street Park. The S Street Park dog park is a new 5,600 square foot off-leash dog park, and will be maintained by a partnership between DPR and Circle Dogs, the sponsoring community organization. Hours of operation for the dog park are Monday to Friday, 7 am to 8 pm; and Saturday to Sunday, 8 am to 8 pm. This is the third public off-leash dog park project completed by DPR. Metal sculptures by local artist Robert Cole have also returned to the parks.

"The Department of Parks and Recreation is excited to open the new S Street Dog Park and the new T Street Park," said DPR Acting Director Hartsock. "These parks are opening today with great support from the neighborhood."

The S Street Dog Park features an artificial grass surface designed specifically for dogs, ornamental fencing, entrances on both New Hampshire Avenue and 17th Street, seating areas, and a water fountain for dogs. Existing cherry trees in the park were preserved, and a new plaza was constructed at the corner of S Street and New Hampshire Avenue. The artificial grass being used for the dog park is K9Grass, which is the only artificial grass, designed specifically for dogs. The grass drains well, is able to withstand wear and tear, is easy to maintain, and the knitted structure of K9Grass helps wick away urine for a cleaner facility. In addition, the grass blades are coated with an antimicrobial product which helps fight odors and creates a safer, cleaner environment for the dogs.

Use of all of DPR's dog parks are free, but each dog must have a valid DC dog license and have a DC dog park registration tag. Applications for the DC dog park registration tag are available in the "Dog Parks" section of DPR's website, dpr.dc.gov.

At the T Street Park, the main feature of the renovations is the preservation of one of the oldest swamp oak trees in the District. To protect the tree roots, much of the park was landscaped with small plants to provide year-round visual interest, and a plaza was constructed near the intersection of 17th Street and New Hampshire Avenue. The Friends of S and T Street Parks will also maintain a colorful planting bed at the southern tip of the triangle park.

After the ribbon and leash cutting, the DC Department of Health (DOH) offered free dog and cat vaccinations, and pet owners were able to have their pets vaccinated against rabies and DHLPP (distemper, leptospirosis, parvo, and parainfluenza viruses) free of charge. Also joining the event was the Washington Humane Society, offering dog adoptions to the public.

Neighbors Invited to Launch Party for new Local 14 Restaurant

Aman Ayoubi has invited residents and neighbors to the official party launching the Local 14 restaurant. It will take place on Sunday, July 26, from 1 p.m. to 11 p.m. at the Whipple Farm in Rixeyville VA. Transportation will be provided from the front of Local 16 on U Street.

A seasonal farm-to-table banquet will be served by new Executive Chef Eric McKamey. Come meet the partners of Local 14!

Plans for Local 14 Announced at ANC Meeting

Aman Ayoubi, owner of Local 16, announced his plans to open "Local 14" next door to Room and Board at the corner of 14th and T Streets NW. It will occupy the building that housed the historic first African-American department store in D.C.

He introduced his partners at last night's ANC meeting, noting that he will be working with a local farmer, architect and chef to bring this new restaurant to our neighborhood. The second floor will feature a Japanese-inspired grilled chicken kebab menu.

He also plans to add an enclosed roofdeck over his kitchen in the rear of the building. Neighbors who live behind the proposed roofdeck have filed a petition with ABRA to protest the license in order to negotiate a voluntary agreement with Aman and his partners. The ANC voted unanimously to support their efforts by agreeing to protest subject to the negotiation of a VA.

Aman plans to host a community event later this month at the farm so stay tuned for details.

DCRA Announces Shoring Plan for 1841 16th Street

More good news for our neighborhood!

Rick Busch, President of the Dupont Circle Conservancy, has announced that Linda Argo, Director of DCRA, has been authorized by the owner’s attorney to convey to the neighborhood that it is the owner’s intention to renovate the interior of 1841 and restore its exterior. According to Mr. Busch, "DCRA is moving very quickly with the contract..." Mr. Busch said that Ms. Argo indicated that the DCRA contracted work will take approximately five weeks to complete. "The fact that DCRA is working to create a contractual obligation to stabilize the building means that work will start quickly, instead of being delayed waiting for the owner to find her own stabilization contractor, " Mr. Busch wrote. "The cost will be approximately $225 K, which will be charged to the owner."

We look forward to the shoring up of this property and the subsequent efforts to preserve this historic building!

Don't Reward Demolition by Neglect at 1841 16th Street

Neighors, preservationists and community representatives joined forces Monday, June 15, at a rally to protest demolition of the building located at the corner of 16th and T Streets.

City officials have given notice that they intend to demolish the building because it is in danger of falling down any minute. There are conflicting studies that have been conducted by structural engineers and preservationists want to save the building.

To obtain more information, please contact Rick Busch, President of the Dupont Circle Conservancy at 202.462.0948 or email him at rbusch1520@aol.com. The 3,254-square-foot Dupont home is the “cornerstone” of a series of row houses designed by architect Nicholas Haller, Busch said.

“You should not reward these millionaires for demolition by neglect,” said Rebecca Miller, executive director of the D.C. Preservation League. “These are people who have clearly just flouted the law, and they should not be rewarded for it.”

The Dupont Circle ANC 2B voted unanimously to support the efforts of the Dupont Circle Conservancy and asked DCRA to shore up the building and levy a lien against the property for costs incurred.

Room and Board is coming to 14th and T

It's official! Room and Board is coming to the corner of 14th and T Streets.

Nearly six months after its deal to buy the former Taylor Motors dealership at 1840 14th St. NW fell through, Minneapolis-based furniture store representatives say they were able to secure financing for the deal.

Room & Board bought the 31,600 square-foot building from Four Points for an undisclosed amount. Under the previous deal, the company was to pay $9 million.

Room & Board, which currently has nine U.S. locations, said it plans to open the American-made home furnishings store next Spring.

We welcome Room & Board to our neighborhood and wish them well in their repurposing of this significant building. They will join our burgeoning furniture and accessory marketplace along 14th Street and U Street. Let the renovations begin!

Robin Diener Wins DCCA Presidency

Congratulations to Robin Diener for her win! She received 57 votes and her opponent, Ron Clayton, received 53 votes after 8 provisional ballots were counted last Saturday.

Robin is a 16 year resident of Dupont Circle and has been active on the DCCA Board of Directors. She will also Chair DCCA's annual house tour, scheduled for October 2009.

Several years ago Robin ran for ANC Commissioner from SMD 2B04. She was unsuccessful in her effort but has attended ANC meetings to stay up to date on issues affecting the Dupont Circle neighborhood.

I look forward to working with Robin. Once again, Congratulations!

DCCA Election Results in Tie for President

The Dupont Circle Citizens Association held its annual election of directors and officers on Monday, May 4. The race for President ended in a tie with 51 votes each for Ron Clayton and Robin Diener. Eight provisional ballots will be counted on Saturday to determine the winner.

John Hockensmith was unopposed in his bid for reelection as 1st VP as were Judith Niebrief for Secretary, Nancy Hartsock for Treasurer and Haru Shimura for a one year directorship. Other winners included Susan Dunn for 2nd VP and James Dudney and Marisa Uchin for three year directorships. Maureen McLellan and Lex Reiffel battled for a two year directorship in a race that is too close to call and will rely on the counting of provisional ballots to determine the outcome.

I look forward to working with the new board of DCCA and resolve to assist them in their various efforts on behalf of our community. At the request of the DCCA Board it was my pleasure to serve as Parliamentarian at the Annual Membership Meeting on Monday night to ensure that everything went smoothly. I can't wait to find out who DCCA's next President will be!

JBG Proposes New Hotel for 13th and U

The JBG Companies (www.jbg.com) presented their plans to develop the corner into a 110 foot high hotel with 250 rooms at the recent ANC 1B meeting. The development is a PUD (planned unit development) that will require a zoning change since the "by right" height is 65 feet. Amenities will feature a rooftop pool and bar, art gallery spaces, and retail on the ground floor (including the current Rite Aid drug store). The development team reported that they have addressed parking concerns by featuring an all-valet two-story garage that will utilize mechanical stacking devices to far surpass the amount of spaces required by zoning.

New Venues for Dining in the 'Hood

POLICY will open soon at the location shown here. You may have noticed all of the final touches being put on the place at the corner of 14th and T Streets. The community has been waiting a long time for this restaurant to be finished and to open. The Nolando Condominium is hosting an opening party on March 24. Simply Home is now NOODLES at the corner of 14th and U Streets. Owner Sak Pollert has remodeled the restaurant and is now offering a variety of noodle dishes at very reasonable prices (to draw in customers during this cost conscious recession). Good Luck!

Revised Plans for Whitman Walker Approved by HPRB

On Thursday, February 26, the Historic Preservation Review Board (HPRB) approved revised plans for the Whitman Walker Project. The original concept plans that were presented to us in the Fall were modified by the design team to respond to community concerns about compatibility with the surrounding historic buildings. The JBG Companies will also develop an exterior kiosk to capture the role and contribution of the Whitman Walker Clinic to the AIDS history in the District.

Several minor adjustments will be made to respond to Dupont Circle Conservancy and ANC concerns about the Swann Street streetscape and the alley frontage. As I previously reported, the Board of Zoning Adjustment has already approved the variance and special exceptions that were requested by JBG for this project.

The BZA Board Order will require that JBG use only 40 per cent of the frontage along 14th Street for a proposed restaurant. JBG had wanted 100 per cent, but nearby residents and the ANC asked JBG to reduce the size of the restaurant space. Neighbors pointed out that the Arts Overlay recommends that 25% of retail space in the arts district be used for food and eating establishments. A survey conducted by the Mid City Citizens Association showed that we are now at 25% and they argued that no more space be set aside for food and eating establishments in the Arts Overlay.

S and T Street Parks Get Makeover

I am pleased to announce that work will begin soon on the parks at S and T Streets. You may have noticed the new fencing and architectural drawings. These projects will include a dog park at the S Street park. I joined Mayor Fenty, Councilmember Jack Evans, and other community leaders at the groundbreaking ceremony on Tuesday, February 10. The ANC has worked to bring these projects to fruition for eight years. We have discussed these parks during every year of my three terms. At last, we have results! The work is scheduled to be completed by Memorial Day...just in time for summer!

Whitman Walker Project Moves Forward

The Board of Zoning Adjustment approved the request by the JBG Companies, the developer (http://www.jbg.com/), for a variance and four special exeptions at its meeting on Tuesday, February 3. The mixed use project now goes back to the Historic Preservation Review Board for approval of its conceptual design later this month.

The Historic Preservation Office staff report indicates that "the design (shown above as presented at the Dec. 18 hearing) is not compatible with the character of the historic district as proposed. The interwoven projecting bays, while interesting as a design idea, work at odds with the historic district by emphasizing the addition’s large size and horizontality; their proportion of glass to masonry and the scale of what appears as a single super-projection diminishes rather than enhances the historic building."

Stay tuned as further modifications to the design are made and presented to the Dupont Circle Conservancy, the Dupont Circle ANC, and HPRB for their review and approval.

The JBG Companies are also developing a proposed U Street Hotel at the corner of 13th and U Street.

Estrada Named Chairman Emeritus

After serving as Secretary, Vice Chair and Chairman (for two terms), the Dupont Circle ANC named Ramon Estrada its Chairman Emeritus at its January 2009 meeting. The position acknowledges Ramon's many contributions to the Commission during his 6 years of service. He will provide guidance and counsel to the Commission utilizing his wide experience in various matters including liquor licenses, zoning, historic preservation, and use of public space. He will serve as a bridge to various D.C. Goverment officials and staff with whom he has worked productively during his three terms on the Commission. Beginning his fourth term, Ramon is eager to continue the ANC's effectiveness, noting that the Commission is one of the best in the District.

More Good News

Yesterday, I testified on behalf of the ANC2B and my constituents in 2B09 at the Board of Zoning Adjustment for the Utopia project at 14th & U Streets, NW (see elevation plan, right). The good news is that at the proceeding, the BZA voted unanimously to approve the variance requests. Developer, Robert Moore, and his team have worked with the community to mesh the project with our unique historic block at the southwest corner. I look forward to continuing to work with the developer and seeing this project take shape. The project is a mixed-use retail and apartment complex that will bring approximately 20,000 SF of new retail and 230 apartments. Artist Alex, a resident of the block, has created a 3-D model of the project, which I'd be happy to show you if you're interested.

Now that the campaign and the BZA hearing for Utopia is past, I'll be able to catch up with all of you!

I want to send warm wishes to Michele Molotsky in her new role with the DC Government as a specialist with the Department of Parks and Recreation. Thanks, Michele, for all your efforts on our behalf over these nine years of service at the Council!

And, congrats on the completion of the first Ward Two dog park!

In our neighborhood, judging from the lively stream of people visible on their way to and from work, at restaurants and cafes, and browsing shops, our current economic crunch is not immediately obvious. And, during tough times, DC typically enjoys some economic insulation (see my post from 10-17-08). However, there are many people in neighborhood in need of shelter, food, and medical services. This weekend (and again on 11-22-08 on the National Mall) there's an opportunity to help people experiencing homelessness - You can participate in a Mini-Walk that's cosponsored by Dupont Circle Citizens Association (DCCA) and FannieMae Help the Homeless for the benefit of Charlie's Place, which provides nutritious meals, clothing, classes, barbering services, space for personal hygiene and a stable address to receive and send out mail, and connections with other social service providers. So, consider helping by participating in either this weekend's mini-walk (see flier), the November 22 Annual Walk for the Homeless on the Mall, and/or by donating to or volunteering at Charlie's Place.

What's really going on at 14th & T Streets, NW

Several neighbors have called asking about a flier that was placed in their mail slots by my opponent for the ANC2B09 seat. On both his flier and on blogs, my opponent talks about the purchase of 1840 14th Street, NW by Room and Board and suggests a detrimental effect on the community and local businesses because it “will push out several local business owners.”

So, what is this all about… ? Yes, the subject is the large, yellow brick building at the southwest corner of 14th and T Streets, with the graffiti around the perimeter, which has stood empty for a couple of years since the plans for a mixed use condo project were abandoned, with 'For Lease' signs posted. (See my earlier post on the building's history and developments over the years.) Yes, the building is still empty - unoccupied, not leased - so no businesses are being displaced from the building by Room and Board coming in.

The displaced businesses mentioned in the flier and on blogs refer a group of several local business owners who presented a concept plan to the ANC this summer (for a 24-7 diner, comedy club, yoga and dance studio). Since then, we were told that the group was still in the process of lease negotiations. More recently, I learned that the building was for sale.

It is unfortunate that the local business group was unable to lease or purchase the property. And, contrary to some rumors being disseminated, the ANC was not involved in any of these matters. In fact, because there was no lease, nor ABC applications, the matter never came before the ANC for any approvals. And, despite my opponent's suggestions otherwise, it is not the role of the ANC Commission to undo contracts. It's too bad that my opponent chooses to mischaracterize the situation and my record in his attempt to promote himself. I can assure you that I'll continue to bridge constituent concerns and business objectives in our area and I'll continue to support, facilitate and recruit local businesses to our neighborhood.

Everyone wants to see this property improved and occupied and the DC-based property owner tells me that the building will be renovated in keeping with its historic character. This is great news for the community and is in keeping with the ArtsOverlay. Since this news was reported, I've been receiving messages from nearby residents that they are elated that the building will be restored and occupied.

The particulars of why the local business group didn't finalize the signing of a lease, or ultimately purchase the building have not been reported. The building owner did confirm that Room and Board is in a position to move forward. And, as has been the case in our neighborhood and in other neighborhoods across the city, adding a national entity with resources to improve historic buildings and create additional activity has shown to enhance and complement the local business scene. We saw this happen with the additional of Whole Foods on P Street, NW.

At this at this juncture, it would probably be more productive to assist the businesses, which were vying for the location, by suggesting other possibilities for space in the neighborhood.

And, as has been the case in our neighborhood and in other neighborhoods across the city, adding a national entity with resources to improve historic buildings and create additional activity has shown to enhance and complement the local business scene.

And, despite my record of serving to bridge constituent interests and local businesses, "undoing" a contractual agreement, as my opponent is suggesting, is NOT a role of a ANC Commissioner. My role is to represent constituents of ANC2B09, who have expressed overwhelming support for Room and Board coming to this location.

My opponent continues to mischaracterize my record as part of his campaign. He also contradicts his claim that he is representing your views for more development at 14th & U by attempting to foil the prospect of Room and Board's purchase of 1840 14th Street, NW. It is truly unfortunate that the local businesses, to which my opponent refers, were unable to lease or purchase the building; however, at this juncture, it would probably be more productive to assist them in finding another space in the neighborhood.
